Hideout location?

Hey guys, i'm wondering where this awesome hideout of TEC in GTAIV is?

Hey mate. This Location, Gahh it's so awesome. I origanally found this in a mission when I was stuck to Single Player. I was driving around this little island and came across it again.

Gee's man. Its 5 Star. To start with it's a warehouse. Got a Carpark inside. Office/Security room. I don't know what the little island is called i'll have to find out for you! Its the island with the grave yard on it. Its a REALLY small place of the skirting of the middle island.. :]

Charge island is the name of the island.

I sent a message to chaos saying, "hideout?"... He said nah mate I'm off!
cheers pal, I still don't know where it is! :p I wasn't meaning for us to go there, I just wanted to be shown where it was.

I was having a quick think of another place before at work, and remembered re old sewage works being a pretty cool place,( I think niko and packie rob it on SP, and make a getaway in the boat that is moored just off shore?)

And is this place you lot are on about where on SP, you drive a truck up to the gate in the boat repair building... And after taking everybody out you and another character steal the 2boats in the getaway??
